Skilled Work Regional (Provisional) Visa (Subclass 491) – Regional Pathway

  Who Can Apply for This Pathway?

Exact eligibility depends on the specific visa, but common requirements include: 


  • Age: Usually between 18 and 45 at the time of invitation
  • English level: Demonstrated English proficiency through an approved test (IELTS, PTE, TOEFL, etc.)
  • Skilled occupation: Your job must appear on the relevant skilled occupation list, and you must pass a skills assessment by the appropriate authority
  • Work experience: A minimum number of years of skilled work experience in your occupation (overseas and/or in Australia)
  • Education: Relevant higher education or trade qualifications
  • Points test: Achieving at least the minimum points score (currently 65) on the points test
  • Health & character: Meeting health checks and police clearance requirements

Currently, the minimum pass mark for the general skilled migration points test (for visas like 189, 190 and 491) is 65 points. However, in practice, competitive occupations might require a higher score before invitations are issued.  

For points-tested visas such as 189, 190 and 491, a job offer is not always required. Instead, you usually need a relevant occupation, a positive skills assessment and enough points. Some employer-sponsored visas have separate requirements if you already have an Australian employer willing to sponsor you.
