What is a Provincial Nominee Program?
The Provincial Nominee Program (PNP) consists of immigration programs operated by the individual Canadian provinces and territories. Each program allows provinces to nominate candidates for permanent residence who intend to live in the respective province and whose skills and experience align with local labour market and demographic needs.
Provinces design their own immigration streams for workers, graduates and, in some cases, entrepreneurs. If a province nominates you, you can apply to the federal government for permanent residence (PR) as a provincial nominee. Many PNP streams are also linked to the Express Entry program.
Express Entry-Aligned vs Base Provincial Nominee Programs
Express Entry-Aligned PNP Programme
These streams are connected to the federal Express Entry system. Candidates must first qualify for one of the Express Entry programs. A provincial nomination adds 600 CRS points, significantly increasing the chances of receiving an invitation for permanent residence.
Key benefits: fast processing (around 6 months after submission) and a much higher chance of selection.


Direct PNP Streams
These streams operate outside the Express Entry system and are managed directly by provinces. They are ideal for candidates who may not qualify for Express Entry but meet specific provincial or employer requirements. Processing times are typically longer.
Key benefits: accessible pathway even with lower CRS scores or without Express Entry eligiblity.

Expression of Interest
Indicate which provinces interest you and submit a separate PNP application. Some provinces send Notifications of Interest (NOIs) through your Express Entry Profile.

Apply to the Province & Certificate of Nomination
Submission of documents showing work experience, language skills, job offer (if required), and ties to the province.
After approval of the provincial application, acceptance of nomination in EE profile to gain 600 CRS points.

Application for PR, Processing & Decision
After receiving an ITA, the online PR application can be submitted. During processing, biometrics and a medical exam are requested. Once approved, the Confirmation of Permanent Residence is issued to complete the landing process.

Application Directly to the Province
Most provinces use their own portal to submit an Expression of Interest. Invitations are issued based on occupation, points, or priority sectors. In some provinces, you can apply directly if you meet the criteria.

Receipt of Provincial Nomination
The province issues a Certificate of Nomination if the application is successfull. This allows you to send a PR application to IRCC.
If you are already working in Canada, an additional support letter may be requested to extend your status during processing.

Application for PR, Processing & Decision
The PR application is submitted in IRCC's online system. As part of processing, biometrics and a medical exam are required. After approval, a Confirmation of Permanent Residence is issued to complete the landing process.
